Nanchang Customs aims at "effective use" and promotes smarter supervision. In view of the characteristics of many kinds and high value of ceramics and other works of art, we independently developed the technology and equipment of "art wisdom supervision" to realize the security traceability certification of ceramics and other works of art. Comprehensive use of AR, 5G and other technologies, combined with the operating characteristics of live pig breeding enterprises in our province, independently explore and implement the application of intelligent quarantine system for live pigs supplied to Hong Kong and Macao, embed customs supervision into the production and operation of enterprises to the greatest extent, and realize intelligent chain supervision for live pigs supplied to Hong Kong and Macao. In 2023, the quarantine export of live pigs for Hong Kong and Macao in our province ranked second in the country, and the quarantine time was shortened by 50%.
Taking "easy to use" as the path, it is more obvious to promote burden reduction. Actively docking the "1269" action plan, innovatively implementing the "smart supervision of imported recycled metals" project, stabilizing the supply chain of nonferrous metals such as copper, and reducing the transportation cycle and cost of imported recycled metals in our province by nearly 50%. Support the development of new foreign trade formats in our province and deepen the use of express mail and cross-border e-commerce auxiliary systems. In 2023, the import and export scale of our province through cross-border e-commerce platforms ranked sixth in the country. In 2023, the innovative implementation of the construction of a "big base" for exporting tea in Wuyuan County helped Wuyuan’s tea exports increase by 10% year-on-year, driving our province’s tea exports to rank sixth in the country.
Innovating to Create a Business Processing Platform of "Hong Guan Yi Dian Tong"
Nanchang Customs takes "practicality" as the guidance and promotes more efficient service. Jointly develop the "Comprehensive Application of Preferential Trade Agreements" with relevant departments in our province, realize personalized delivery and direct enjoyment of policy services, provide enterprises with more intuitive, convenient and effective preferential tariff policy inquiry services, and help enterprises enjoy foreign tariff concessions of 710 million yuan in 2023. Innovatively create a "Hong Guan Yi Dian Tong" business processing platform, integrate 21 types of business processing modules, and realize the "handheld office" of customs business, effectively meeting the multi-level and diversified needs.
This year, the construction of smart customs has entered the stage of full implementation. Nanchang Customs will focus on promoting the "3334" task, conscientiously carry out three undertaking projects such as the intelligent supervision of works of art by the General Administration of Customs, optimize and upgrade three existing projects such as the intelligent linkage logistics supervision, promote the expansion and expansion of three projects such as the "Huiyan cloud mirror" monitoring and command platform, and implement four "micro-innovations" such as "accurate investigation" of port infectious diseases, "easy inspection" of fireworks and firecrackers, and "online school" of animal and plant inspection training.
Promote the efficiency improvement of the "four major hubs" ports
Nanchang Customs focuses on building platforms, expanding channels, smoothing logistics, promoting economy and trade, and promoting industries. Taking the actions of promoting high-quality development, promoting high-level opening-up and improving people’s livelihood and welfare as the starting point, Nanchang Customs has solidly promoted the efficiency of Jiujiang Port, Nanchang Waterway and Land Port, Changbei International Airport and Ganzhou land port, and actively supported the innovative development of "five formats" such as cross-border e-commerce, comprehensive foreign trade services, market procurement and bonded maintenance.
