Notice of the Ministry of Agriculture and Rural Affairs and the Ministry of Finance on the Establishment of the National Modern Agricultural Industrial Park in 2018
According to the Central Rural Work Conference, Opinions of the Central Committee of the Communist Party of China and the State Council on Implementing Rural Revitalization Strategy and2018In order to highlight the functions of modern agricultural industrial parks, such as industrial integration, farmers’ driving, technology integration, and employment income increase, lead the structural reform of agricultural supply side and accelerate the modernization of agriculture and rural areas, the Ministry of Agriculture and Rural Affairs and the Ministry of Finance decided2018We will continue to create the National Modern Agricultural Industrial Park in, and are hereby notified as follows.
I. General requirements
(1) Guiding ideology.Thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, practice the new development concept, follow the requirements of high-quality development, focus on the implementation of the rural revitalization strategy, take the structural reform of the agricultural supply side as the main line, base on the advantageous and characteristic industries, concentrate on building large-scale planting and breeding bases, be driven by industrialized leading enterprises, and gather modern production factors.+process+"Science and technology" of modern agricultural industrial cluster, promote the integration of the first, second and third industries, innovate the linkage mechanism of farmers’ income increase, cultivate new kinetic energy for agricultural and rural economic development, create a high starting point and high standard model area for modern agricultural construction and a leading area for rural industry prosperity, and demonstrate and drive provinces, cities and counties to form a modern agricultural industrial park construction system that is promoted step by step, providing strong support for agricultural and rural modernization and rural revitalization.
(2) Basic principles.First, government guidance and market dominance. Strengthen the government’s planning guidance, mechanism innovation, policy support and supporting services, and give full play to the leading role of market players in industrial development, investment construction and product marketing. The second is agriculture-oriented, innovative development. Highlight the development of leading industries with advantages and characteristics, expand the industrial chain, upgrade the value chain, tap various functions of agriculture, and resolutely prevent non-agricultural alienation of industrial parks. Third, farmers benefit from multi-party participation. Advocate the opening of the garden, "with boundaries and no walls", give play to the leading role of agricultural industrialization enterprises, and pay attention to attracting multiple subjects to participate in the construction of industrial parks. Insist on benefiting farmers, promote farmers to develop production and increase employment, and let farmers share the fruits of industrial park development. The fourth is green development and eco-friendliness. Firmly establish the concept of Lucid waters and lush mountains are invaluable assets, build a long-term mechanism of green, low-carbon and circular development, take the lead in realizing "one control, two reductions and three basics", discharge sewage and waste gas up to standard, and effectively treat garbage.
(3) objectives.Through the establishment, a number of national modern agricultural industrial parks with distinctive industrial characteristics, high concentration of factors, advanced facilities and equipment, green production mode, integration of primary, secondary and tertiary industries and strong radiation drive will be built, forming a new impetus for rural development, a new mechanism for increasing farmers’ income and a new pattern of integrated development of rural industries, which will drive all localities to strengthen the construction of industrial parks, build a unique rural industrial system and promote the revitalization of rural industries.
Second, the creation conditions and construction tasks
(1) Conditions for creation.To declare the establishment of a national modern agricultural industrial park, the following conditions shall be met:
1.The leading industries have obvious advantages. The first, second and third industrial sectors such as planting, processing, logistics, R&D and service have been formed, and they are relatively concentrated and closely linked. The special planning of the industrial park is connected with the relevant planning of village construction and land use, and the industrial development and village construction and ecological livability are planned and promoted simultaneously, forming a pattern of integration of gardens and villages and integration of production and villages.
3.The construction level is leading in the region. The conditions of production facilities in the industrial park are good, the high-standard farmland accounts for a relatively high proportion, the comprehensive mechanization rate of cultivation and harvest of main crops is higher than the average level of the province, and the level of production and operation informatization is high. Modern factors have a strong ability to gather, the level of technology integration and application is high, the team of professional farmers and professionals has been initially established, and the mechanism for attracting talents to innovate and start businesses is sound. The production and operation system is perfect, and the scale operation is remarkable. New business entities have become the leading force in the construction of the park.
4.Green development has achieved remarkable results. The combination of planting and breeding is close, agricultural production is clean, the outstanding problems of agricultural environment have been effectively controlled, and the "one control, two reductions and three basics" has been fully implemented and achieved practical results. Standardized production, brand management, traceable quality, high-quality and safe products, and high proportion of green food certification. A long-term mechanism for green, low-carbon and circular development of agriculture has been basically established.
5.The role of driving farmers is remarkable. The industrial park actively innovates the incentive mechanism of linking agriculture with agriculture, promotes the development of cooperative system, joint-stock system, order agriculture and other interest linkage methods, and promotes the transformation of resources into assets, funds into shares, and farmers into shareholders, so that farmers can share the value-added benefits of the secondary and tertiary industries. Targeted measures have been taken to help small farmers reduce costs and increase efficiency, connect with the market, resist risks and expand income-increasing space, so as to promote the organic connection between small farmers and modern agricultural development. In principle, the disposable income of farmers in the park should be higher than the local averagethirty percent.
6.Strong policy support measures. The local government gives great support, and integrates funds such as special financial projects and capital construction investment for the construction of industrial parks, and has clear policies and measures in terms of land security, financial support, financial services, scientific and technological innovation and application, and talent support. The policies are high in gold content, targeted and operable. Water, electricity, roads, telecommunications, networks and other infrastructure is complete.
7.Sound organization and management. The operation and management mechanism of the industrial park is dynamic and innovative, and there are management mechanisms and development and operation mechanisms that meet the development requirements. The government’s guidance is strong, and the enthusiasm of multi-enterprises and multi-subjects to build industrial parks is fully mobilized, forming a dynamic mechanism for the sustainable development of industrial parks.
The local application for the establishment of a modern agricultural industrial park can be approved to create a national modern agricultural industrial park if it meets the above conditions.
(2) Construction tasks.To create a national modern agricultural industrial park, we should focus on the following tasks:
1.Make the leading industry bigger and stronger, and build a leading area for the prosperity of rural industries. Relying on the dominant industries with advantages and characteristics, we will build a number of large-scale raw material production bases, cultivate a number of agricultural products processing clusters and brands, and build the industrial park into a leading area for the prosperity of rural industries with outstanding brands, reasonable formats, remarkable benefits and good ecology. Poverty-stricken areas should focus on industrial poverty alleviation and build industrial parks into an important platform for building a long-term mechanism for stable poverty alleviation.
2.Promote the agglomeration of production factors and build an integrated zone of modern technology and equipment. Gather modern production factors such as market, capital, information and talents, promote the cooperation between agriculture, education and Industry-University-Research, assemble and popularize existing advanced technologies and equipment, explore an effective mechanism for the ripening and application of scientific and technological achievements, and build the industrial park into an integrated area with advanced technology, strong financial support and supporting facilities and equipment to accelerate the application of modern technologies and equipment.
3.We will promote the integration of production, marketing, trade, industry and agriculture, and build a development zone where the first, second and third industries are integrated. We will build an agricultural industrial chain that combines planting and breeding organically, and integrates production, processing, storage, logistics and sales, tap the ecological value, leisure value and cultural value of agriculture, promote the reconstruction and evolution and upgrading of agricultural industrial chain, supply chain and value chain, and build the industrial park into an integrated development zone where primary, secondary and tertiary industries penetrate and recombine each other.
4.We will promote moderate-scale operation and build a new business innovation incubator. Encourage and guide family farms, farmers’ cooperatives, leading enterprises and other new business entities, focus on entering the park for entrepreneurial innovation through stock cooperation and other forms, develop various forms of moderate-scale operations, build a number of entrepreneurial trainee and maker service platforms, reduce the risk cost of entrepreneurship, improve the success rate of entrepreneurship, and build the industrial park into a "double innovation" incubation area for new business entities.
5.Improve the quality, efficiency and competitiveness of agriculture and build a high-quality development demonstration zone. Vigorously develop the green and ecological breeding industry, strengthen the quality and safety supervision of agricultural products, strengthen brand cultivation, promote the green, high-quality, characteristic and brand of agriculture, promote the transformation of agriculture from the orientation of increasing production to improving quality, establish and improve the system and mechanism of promoting agriculture by quality, and build the industrial park into a demonstration area for high-quality agricultural development.
Third, the creation requirements
(1) Strengthen organizational leadership.All provinces (autonomous regions and municipalities) should attach great importance to it, put the creation of national modern agricultural industrial parks in an important position, establish and improve the coordination mechanism for the application for the creation of national modern agricultural industrial parks led by the provincial leaders in charge and the provincial agriculture (rural areas) and the finance department (commissions and bureaus), and take overall responsibility for organizing the creation work. Encourage local agriculture (rural areas) and financial departments to independently prepare plans for the establishment of industrial parks in light of local conditions.
(2) Strengthen the creation guidance.It is necessary to strengthen investigation and study, guide all localities to accurately grasp the functional orientation of industrial parks, accurately select leading industries, reasonably determine the layout scale, innovate the management and operation mechanism, strengthen the linkage of farmers’ interests, strictly control the conditions for creation, adhere to the requirements of surnamed agriculture, farming, serving agriculture and promoting agriculture, and select and recommend industrial parks to create national modern agricultural industrial parks.
(3) Increase policy support.All localities should pay attention to policy creation and continuously increase support for industrial parks. Co-ordinate the existing capital channels, and tilt to the industrial park in accordance with the principle of "the channels are not chaotic and the uses are unchanged" to form an agglomeration effect. To encourage local innovation industrial park management system and industrial park investment, construction and operation mode, and actively through.PPP, the government to buy services, discount loans and other ways to incite more financial and social capital to invest in the construction of industrial parks.
Four, the number of applications, procedures and central financial support policies

(2) Application creation procedures.According to the application of the people’s government where the industrial park is located, the provincial department of agriculture and finance (commissions and bureaus) shall report to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance after the approval of the provincial government, and carry out the application creation work. Xinjiang Production and Construction Corps, Heilongjiang Provincial Land Reclamation Bureau and Guangdong Provincial Land Reclamation Bureau directly reported to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance. The Ministry of Agriculture and Rural Affairs and the Ministry of Finance organize competitive selection in accordance with the requirements of high standards, fewer but better, and better quality. Meet the conditions for creation, after publicity can be approved to create a national modern agricultural industrial park; After a certain period of construction, it can be recognized as a national modern agricultural industrial park.
(3) Central financial support policies.According to the relevant factors of the industrial park, the central government gives appropriate support to the national modern agricultural industrial park established by the award instead of compensation. In order to reflect the incentive and restraint, strengthen local responsibility, the award and compensation funds will be arranged by stages. The Ministry of Agriculture and Rural Affairs and the Ministry of Finance will establish a national modern agricultural industrial park with "dynamic management and dynamic management" to create an assessment management mechanism. Those who fail the assessment will no longer be given awards and subsidies, and their qualifications will be revoked according to regulations; Increase the reward and compensation for outstanding performance appraisal results.
